Like I'd explained before, that toaster is designed to keep the cooling fan circuit enabled even after you turn the toaster off. It will do that until the cooling fan thermostat is satisfied.
If it's not reaching temperature, it could be a faulty wire connection, a bad element, a bad SSR or a bad control board. Someone will need to properly troubleshoot it to isolate the problem.
