the machine is not freezing the water in the harvest area to make cubes. everything else seem to be working properly

FWIW, there is no so-called "harvest" area. HARVEST is merely the last cycle in ice production. Ice forms on the evaporator plate. That's the FREEZE cycle. Once the control circuit is satisfied by certain preset milestones (time, temperature or water level), the control circuit enters a harvest CYCLE...to harvest the ice by making it drop it into the ice bin.
There is a gauntlet of possibilities to the problem you've described. Since you offered no model number, I can only generalize in my response by stating that, while roughly 80% of ice machine problems are related to faulty/fouled water controls or lack of proper regular cleaning, YOUR problem teeters towards an actual refrigeration system problem.
It could be an electrical component issue like the compressor not running. It could be a refrigeration control valve sticking open. It could be a loss of refrigerant charge. It could be a number of other possibilities.

without a model number I don't know if it is a cuber, a schaver, a nugget or a block machine. Nor do I know it's capacity. And smaller units are built a lot different than big ones. Also if a drain valve is open the machine can not bring down the temperature of the water to freezing.
